What each document is

Agenda

The list of items the Board will discuss or act on. Any ordinance or resolution the Board may vote on is listed by its general subject. Agendas are posted at least 48 hours before each regular meeting.

Packet

The full set of backup materials for the meeting, including staff memos, draft ordinances and resolutions, contracts, and bills for payment. Packets are posted with the agenda when available.

Minutes

The written record of the meeting. Minutes are posted after the Board approves them, within 10 days of approval.

How Meetings Are Announced

The Village follows the Illinois Open Meetings Act (5 ILCS 120).

Regular meetings

The annual schedule is approved by the Board at the start of each year and posted on this page. Agendas are posted at least 48 hours in advance at Village Hall and on this website.

Special, rescheduled, or reconvened meetings

Notice and agenda are posted at least 48 hours in advance.

Emergency meetings

Notice is given as soon as practical, including to any news media that have asked to be notified.

Changes to the schedule

Any change to the regular schedule is posted at least 10 days in advance.

News media

Local media outlets that would like to receive meeting notices may submit a request to the Village Clerk.

About the Minutes

Minutes include the date, time, and place of the meeting, the members present and absent, a summary of each item discussed, and a record of every vote.

The Board approves minutes within 30 days of the meeting or at its second regular meeting after that meeting, whichever is later. Approved minutes are posted on this page within 10 days of approval.

Minutes are a summary, not a word-for-word transcript. The online copies are provided as a public service. The official record of each meeting is kept by the Village Clerk at Village Hall.

Public Comment

Every regular Village Board meeting includes a public comment period, and anyone may address the Board.

  • Fill out a comment card or sign in before the meeting begins.
  • State your name and town of residence for the record.
  • Comments are limited to 3 minutes per person.
  • The Board listens to public comment but generally does not debate or respond during this portion of the meeting. Staff may follow up with you afterward.
  • Please keep comments respectful and on topic.

Can't attend? Send written comments to the Village Clerk before noon on the day of the meeting and they will be shared with the Board.

Closed Sessions

Illinois law allows public bodies to meet privately for a limited number of reasons, such as pending litigation, personnel matters, collective bargaining, and the purchase or sale of property. The Board must vote in open session to go into closed session and must cite the specific legal exception. No final action can be taken in closed session.

Closed sessions are recorded and the recordings are kept for at least 18 months. The Board reviews closed session minutes at least twice a year and releases those that no longer need to stay confidential.

Attending a Meeting

Meetings are held in the Council Chambers at the Municipal Building, 830 Sheridan Road, Winthrop Harbor, IL 60096 (northwest corner of 9th Street and Sheridan Road).

Accessibility: The Village welcomes everyone. If you need an accommodation to attend or participate in a meeting, please contact the Village Clerk at least 48 hours in advance at 847-872-3846.
